One of the terms of Adsense Program Policies state specifically that the Adsense code CANNOT be modified. If it has been modified, then it is a violation of Adsense Program Policies and can be reported https://www.google.com/adsense/support/b…
Any AdSense code must be pasted directly into webpages without modification. AdSense participants are not allowed to alter any portion of the code or change the behavior, targeting, or delivery of ads. For instance, clicks on Google ads may not result in a new browser window being launched.

I am unable to see anything on https://www.google.com/adsense/support/b… that they have violated. Additionally, Google says “Publishers are encouraged to experiment with a variety of placements”.
