If you want to advertise using the service, try adwrods on google

Excessive, repetitive, or irrelevant keywords in the content or code of web pages
Deceptive or manipulative content or construction to improve your site’s search engine ranking, e.g., your site’s PageRank
Sales or promotion of weapons or ammunition (e.g., firearms, fighting knives, stun guns)
Sales or promotion of beer or hard alcohol

As Uttiya told….you can reister for google adsense…moreover google will approve you request only if the web site is ready….
Google will not approve,
1. websites under construction
2. website should not promote any voilence or adult contents..
3. website design should not have any broken links….
