How Can I Create And Html File Or Use Meta Tags On Blogger.com?

I have just opened up a blogger.com and google adsense account and I have been trying to use that meta tag that google gave me to use to get my site on their search engine and it failed so I tried doing creating an HTML file and that failed. I don’t think I’m doing something right and done it over and over again and no luck those of you who know this can you please help and give an example on where exactly the meta tag go or how I can make and upload an HTML file on my blog. Thanks.

If you type in body.
1. Type the name of your website or put here.
2. Go to title or word. Then hold Shift, then click on arrows.
3. After you highlighted, click on green globe that looks like wearing glasses indicate link.
4. Open new window or new tab and copy the link on URL. by holding ctrl+A for Select All, then ctrl+c for copy.
5. Put in the link and “http://ny-mtaexpert.blogspot.com/”
Same for when you use layout, attachment, then link.
