Can’t Display My Ad At Google Adwords?

I have just register a domain at adsense under “Adsense for domains”
and create the following ad at adwords:
Online Jobs Part Time
Receive $250-$1000 daily. Do simple part time online jobs.
www.wah-opportunities.net
But I can’t see my ad, and at keywords there is “Ads rarely show due to low quality score ” when i click on keyword analysis there is the following.
Ad showing? No
You have reached and exceeded your budget.

my maximum bid is $0.01 and daily budget is $10.00
But the main reason i find is

What should I do?

My conclusion that i can’t such domain at adwords.
Now sir please answers me the followings:
1) I can’t submit my domain into web directories, 95% require resiprocal link
2) I can’t make search engine optimization, Where i insert the meta keywords and meta description tags and where i insert the Google! Webmaster Tools’s code that provide me to verify before index.
3) Most of the forum block me due to the submission of invalid domain (Park domains are not allowed)
4) If can’t index my domain then what is PageRank and e.t.c.
The only way remain is to advertise my domain like CPC programs. (Like adwords).
PLEASE RESOLVE MY DOMAIN’S ADVERTISING ISSUE

    Google Adwords is like an advertising auction. YOU ARE HIGHLY UNLIKELY TO BE SEEN WITH 0.01 AS YOUR BID. There are many other businesses competing to advertise. Google would rather take 0.99 for a click rather than 0.01. The lower your bid, the less likely you are to appear on results.
    Google has a tutorial on where to put meta tags, specifically your verification code. It’s just another html tag you put AT THE TOP of your html coding in the section.
    Google considers your site valuable if legit sites link to you. Your site doesn’t seem legit and noone links to you, but that’s just my opinioni.

    Free websites … you won’t make any business with those.

    Google is telling you that even though your ad and keywords are relevant to each other, they are not relevant to your website. You’ve been “slapped”. If I were you I would change my ad to something like this

    I would also start a new campaign instead of using your present one. I would also suggest that you use keywords that are related to “Job Listings” rather then WAH Keywords. You are also probably going to have to raise your minimum bid. A strategy that I learned is to start with a high bid, in this case say $3.00 per click. Don’t worry you won’t be charged that much. Let it run until your daily budget is reached, then pause your ads until you are ready to resume the next day. The next day reset your max bid to what the avg CPC was the day before. It will be less then $3.00. Follow this procedure and in about a week your CPC will have dropped to a more resonable cost without affecting your ad position.
