Can A Foreign Website Make Money From Googles Adsense?

Depending on the language used by your website. If your website uses one of Adsense supported languages, then you can join Adsense and earn money from it. But not if your website’s language is not one of those languages supported by Google Adsense

Yes, although Google may pay you less depending on where your visitors are from. Clicks on Google Ads from users in China pay a lot less than clicks from the United States.
